Hired in November 2018, Joshua Phoebus serves the Wolf Administration as its director of performance and transformation in the Office of Performance through Excellence (OPE). Prior to assuming this position, he spent 15 years advising organizations on the federal, state, and local levels on how to best reform their internal processes in order to achieve their desired goals.

He possesses bachelor’s degrees in political science and international studies from Elon University and a master’s degree in political management from George Washington University.
