Timothy J. Clark

Timothy J. Clark is a senior program analyst with the U.S. Department of Defense (DOD) and a retired officer in the U.S. Army Reserve. He has been a practitioner, educator and trainer of the Deming-based philosophy and methods since 1988. Tim has established a Deming Leadership Network on MilSuite, which is a DOD enterprise-wide suite of secure collaboration and professional networking tools located behind the firewall.

 Tim is a senior member of the American Society for Quality (ASQ) and a past chairman of the Indianapolis Section of ASQ. His book Success Through Quality: Support Guide for the Journey to Continuous Improvementwas published by ASQ Quality Press in 1999. 

Tim presented his paper “Drive Out Fear: Having the Courage To Do The Right Thing” at the 18th International Deming Research Seminar. He is currently a contributing author at FedSmith.com.Through his articles, he is working toraise awareness of Deming’s contributions, provide application examples and offer strategies for improving the civil service system and the U.S. system of government.
