Responding quickly to changing events is something that faces every business in different ways. But there's added presure when you've got a fast-moving crisis on your hands and vulnerable people devastated by disaster are your customers. That's what was confronting the Hazard Mitigation Grant Program, Louisiana Office of Community Development Disaster Recovery Unit, a body set up in the wake of 2005 hurricanes Katrina and Rita.
