The U.S. House of Representatives Select Bipartisan Committee report on Hurricane Katrina said: “If 9/11 was a failure of imagination, then Katrina was a failure of initiative. It was a failure of leadership.”

Lindsey Anderson, interim director of the Center for Disaster Management at the University of Pittsburgh's Graduate School of Public and International Affairs (GSPIA) says that the mark of a leader in crisis situations is learning from others.
